This wasn't a power level inconsistency. The Whitebeard crew was close to the coast where if something went bad, they'd have fallen back like Big Mom's crew did after King recked them, so Whitebeard wasn't worried about himself against Oden. He was worried about his crew's safety.
In a sense, Roger said something similar to Rayleigh/Scopper this chapter despite Rayleigh being a top tier, although it seemed less serious. And considering Oden could scar Kaido, it further shows Oden could hang with top tiers.
