Mate, don’t pull me in yonko vs admirals cuz it’s not the least of my interests since I like and appreciate both factions. Nevertheless, Ryo the moment he sensed Shanks haki he froze and even trembled from how powerful the CoC was let alone admitting Kaido was the reason he and the marines never set foot in Wano. That kind of character isn’t worth the feat of black blade, he never even shown using it on panel despite presented opportunities.
There are two known black blade wielders in this story, one is the world's strongest swordsman, the other was known as the God of blade. Greenbull has zero hype as a swordsman. In fact, its not proven that he is a swordsman.

How come a "impure" swordsman forged a black blade? 
We don't know his past and his style. Maybe he was a swordsman at the core who ate a fruit, maybe he uses the sword only when he really goes all out.
If that turns out to be the case, ask Oda.

To be realistic it’s not even about worthiness or even CoA hardening per se, but rather selected swordsman who either at the pinnacle of swordsmanship or just racing to be at the top of sword play cuz otherwise if it’s just about haki then the likes of Roger, WB, Shanks and even Fuji should’ve gotten black blades cuz you can’t find others who maxed their haki like them yet they couldn’t get it yet a random tree guy who never used his sword as of now got it? You see how it doesn’t make sense.
