Intimidating an admiral from miles away isn’t just mastery, it’s a clear sign of potency that we have never seen before. Shanks has the best haki that we’ve seen so far bar JB’s latest showing. Overall power is tied to CoC potency yes, but it’s mostly just about higher will power which is innate. You can indirectly boost your CoC potency by eating a df or training your physicals for example but everybody has varying innate potencies in the first place.

I like how you didn't include Luffy in your list of those who are special to CoC since they unlocked it as kids. Luffy has affinity to CoC too but woaa he only unlocked it 2 years ago from current timeline. So Luffy/Zoro are late bloomers and shit CoC users according to you.

Did Roger and WB have a comparable level of CoC?
because obviously if they didn't there would be no way in hell they could clash on equal terms.
So if Mihawk has it he would be comparable to Shanks in terms of CoC to actually clash equally with him. Otherwise he would be blown away by the sheer force.
No man has ever shown stronger COC feat then Shanks who got an admiral twerking in shame. 
Whatever Shanks does with CoC isn't changing the fact people above him have stronger CoC unless if you believe Shanks > Roger/wb/kaido which is against the manga and sbs infos we know of

Haki =/= CoC
CoC is a form of Haki
Saying Shanks CoC > kaido means Shanks > kaido
CoC is the only haki which depends on your PL
Roger is stronger overall because his haki is stronger, not the other way around. Remove the hakis of both and go tell me who’s stronger. The one with oni genes and azure fruit or the regular human without a df? You‘re forgetting that haki is also an independent ability like a df. The potency is similar to a fingerprint, it varies from person to person and people like Roger/Shanks just have the stronger haki. It was also never stated that the strongest character will have the strongest haki. If you think that way then WB would stomp Roger no? WB having higher potency and gura should mean a stomp but that’s not the case, they’re more or less equals. Roger logically has a higher potency (regardless of who you think is stronger between them) to compensate for the lack of gura’s firepower.
