WGS/WSS title depends on the character's strength. For example lets assume no top tier swordsman existed in pre skip timeline , then the WSS would have been King or vista.

Mihawk is high yonko level hence as of now hence WSS title and yonko title are of same level. If someone like loki was a sword user for example , WSS title would have been more significant in terms of power.
