Because on average, Xebec's Haki was stronger. But that doesn't really matter since, when they but the entire weight of their Haki into their attack, their Haki overpowered his.
Unless you are saying scars only magically appear if on average Roger's Haki was stronger than Xebec's. Which doesn't really make sense and is an arbitrary rule made up. Damaging and scarring Kaido's body follows fundamentally different rules than damaging DR people. Unless you say that if Roger and Garp tore Kaido to pieces with their attack, he would've reassembled due to having stronger Haki.

What I am saying is that you only achieve a scar on Kaido/tear or cut Rocks to pieces when your haki is stronger, otherwise, you deal superficial damaji to Kaido and Rocks.
Then I don't get your point, because we saw Roger and Garp overpowering Rocks Haki, which btw was amped by DR, and tearing him to pieces, knocking him out of DR in the process. And we learned in Elbaph that, if DR guys get damage that would otherwise kill them, they get turned back to normal with no damaji left. If anything Roger and Garp were even more impressive since Xebec couldn't even move after being knocked out of DR.
