I do think that Ulti was a bit of an outlier like Perospero.
Ulti has crazy potential.
I also think Yami Teach was a low top tier due to negating devil fruit powers while also having good haki skills(scarred haki master shanks)
yami yami is a broken devil fruit.

In chapter 1057 we see that Shanks (Captain at that time) didnt have the scar from BB. So base BB scared a on guard adult captain Shanks.
And Ace pushed YAMI BB to a high diff fight.
No way that Ace is commander lvl. Hes at least a in-betweener.

Ace is hardcore underrated on Worstgen. Man was invited to be a Warlord when he was a rookie, when he died he was probably above King tbh.
