so before WCI, everyone pretty much assumed that Fujitora had the strongest observation haki, as due to his blindness, he relies on it exclusively for cognition in battle.
However with the introduction of Katakuri, this assumption was thrown into question. If katakuri has FS, and Fujitora doesn't, then katakuri must have stronger observation, right?
Well, I don't think so.
First off, it is entirely plausible that Fujitora does indeed have FS. Oda could have just chosen not to reveal it at the moment so that katakuri would be more hyped whenever he appeared in the story. However Fuji's observation feats are extremely good, with Fujitora never taking a single attack he wasn't able to sense and block. Nobody could get a clean hit on him, the best Luffy did was overpower him with G3. With him being a gambler, it would fit his theme for him to be a FS user.
Just because it wasn't confirmed at that time doesn't mean Oda can't confirm it later on. Katakuri wasn't shown to be CoC user until much later in his fight with luffy. Sengoku was never shown to be a CoC user but rather was confirmed as one through the datebooks.
But lets just assume that he doesn't have it for now. Even if he doesn't have it, he is still most likely the strongest CoO user. the reason for this being that as an admiral, it is his duty to be able to match the yonko in terms of power. He is the WG's counter to the yonko. Hence, with him being blind, he needs to have strong CoO, more than any other character in OP, in order to compensate for his lack of vision. For Katakuri, CoO is just an ability, for Fujitora, it is an absolute necessity.
if his CoO runs out, he will die, instantly. At that point he will be just another blind man. hence he needs CoO capable of lasting long multi-day fights to keep up with other top tiers. At the very least, his CoO stamina should be above any other character as he's practically using it constantly.
the thing about FS is that FS is just one ability. it is a very high level CoO ability, but is just one ability out of many. While Fuji's status as a FS user is unknown, he has without a doubt shown one of the best CoO ranges we have ever seen. Take his rubble feat for example. Gravity isn't like magnetism where Fujitora can just grab all the rubble without having to think about the people. In order to pull that feat off, Fujitora would have needed to sense all the people on dressrosa, sense all the rubble in dressrosa, and selectively apply his powers to the rubble while not applying it to the people.
This means he most likely has island level CoO range. But I think his range could even go beyond that. With his meteorite attack, he sends a gravity slash up into the air, causing a meteorite to fall. Now nothing is certain, but, he would need to have been able to sense the meteorite in order for him to aim his gravity in such a way that it pulls it down. Could Fuji's CoO then possibly allow him to sense objects in space? It could just be that he sends out these slashes randomly, however it is still a very real possibility that his CoO could be that powerful.

It is confirmed that his DF attacks have island level range and possibly even interplanetary range(due to the meteorite). This combined with island level+ CoO range allows him to essentially act as the world's greatest sniper. He could launch devastating attacks on people while not even being in the same city as them. He could possibly be able to do this without even being in the same island as them.
The potential for this is insane. he could essentially call in an air strike, being able to target someone from miles away with his CoO and then bring down a meteor shower on them.
