So if the greatest term on that title is based on powerlevel, then the top individual strength (WSM/WSC level) is the primary requirement. That was what BB was doing, claiming WB's fruit transform him into an ultimate being like he himself said. The primary requirement, no one has the capability to reach that level of strength aside from WSM and WSC.
Again, WB is the one with the official title. But I quoted this to show something.
If you believe that individual strength is the main thing needed, and strength on par with WB and Kaido, then explain how and why are there multiple candidates for the Emperor position with Teach being the frontrunner.
Why wasn't Teach immediately called an Emperor then? What are the rest of the candidates missing? Are they all as strong as Kaido and WB and weaker than MF Teach? Is MF Teach as strong as Kaido and WB and weaker than Shanks and Sakazuki since he ran away from them? Are there a plethora of Kaido and WB leveled people running around the world?? If your answer is yes, lmao, then why aren't they emperors??
"the ruling part support that the title is about political power" is also only an interpretation of two parts of a sentence, not an actual confirmation from the author/manga team, right?
On the other hand, the "ruling the latter half" can always be considered the addition, since it was mentioned later than the "powerful/great" part.
Why are you asking me stupid questions? The four great pirates, with kanji denoting political influence and power, that rule like emperors do. When you hear the word emperor do you think

No one is saying that Yonko are frauds or anything, but they are the 4 greatest pirates in terms of ruling and owning territories, like an emperor does. They are immensely strong, but not the 4 strongest.

If you wanna go there, let's examine the manga and what it showed concerning powerlevel. We had 2 new Yonko, with one being a fake Yonko, but still regarded a Yonko. And we saw how they became a Yonko.
In regards to individual strength:

What does that tell you? Seems like the level of Yonko goes from people stronger than Katakuri/Marco to Kaido, which is a huge gap. So to be a Yonko you have to be marginally stronger than Katakuri/Marco, right??
