Well that speed is attributed to the Zhao horses, Riboku totally surprised Makou at a time where he didn't have any weapon at hand
What combat speed we saw is Riboku finishing off Makou after drawing his sword, but at that point Riboku had already stabbed him in the neck which doesn't say much really
Makou didn’t have a weapon in his hand, he was defenseless.
I guess this makes sense because Riboku hasn’t fought or seriously trained for years. We interpreted Hara’s hype of him incorrectly, Hara was just trying to hyle Riboku as someone who had frontline experience fighting as a warrior, not that Riboku was going to be some legend with the sword or some shit lol.

You can't deny though that it felt like Riboku > Rinko when he dueled Shin knowing he killed the guy, and was pretty confident he wasn't gonna die against him.

Still think this is the case though, I think Riboku's performance was a bit underwhelming here because he was also overwhelmed and had multiple things to worry about, he still took down Shuma who I would consider as a 'heavy hitter' in the Kanki army.
After all the hype for Riboku's martial prowess and now his current condition, its time to stop imagining Ousen's martial prowess as well unless we see him in actual combat.
That only kept them out of combat. It didn't stop them from practicing. If anything, practicing would have been one of the few ways to pass the time in their confinement.
What I am thinking with Riboku is that he has not even been seriously practicing for a long time. Though he is still a capable duelist, he has eschewed combat and completely dedicated himself to solving all problems with strategy.
