There is a hierarchy, and the numbers may even be reflective of ability, but that’s not what it’s based on. Rankings are based on seniority and achievements.

Mou Bu was GG first, and for a time, he and Mou Gou were the only ones in Qin. For a shorter while it was just him.

Then Tou became GG ~7 years ago.

Ou Sen had seniority next based on his length of service to Qin and accomplishments as Supreme Commander in Zhao.

My impression was that they were ranked in the order that they became Great Generals.
I) Moubu got promoted after the Coalition War.
II) Tou got promoted after the Battle of Choyou.
III) Ousen got promoted in light of his success as the Supreme Commander during the Gyou Campaign.
IV) Yotanwa got the spot after Ousen for taking Ryouyou.
V) Kanki got last place cause that's where he belongs.
