It actually came out on Reddit that Hara was doing the artwork for some other historical manga. He wasn’t writing it, just doing all the artwork.

Is this usual for mangaka? I thought they were typically overworked as is. Most of these guys only do one manga at a time for a reason. Lol.

Only the front cover, he also did this 2016 so it can't be the only reason why the quality of his story has deteriorated, this is just my own speculation but I think it's due to Hara's divorce in 2020 around the end of the Shukai plains which coincides with what most people consider the weaker parts of the manga (Shin dying, Kyou Rei mini arc, prematurely ending Juuko, etc.)
