This time is the exception that confirms the rule. They deserved this after all the accumulated merits over the years, they're basically being acknowledged as Qin's equivalent to Keisha (closest guys to Qin 6), which is fine because let's be honest, no other general in Qin is close to them.
Yes, in-universe and logically they are fit to be even Great Generals at this point, so technically they deserve it. But I’m looking at this from a story perspective and as a reader. It doesn’t feel as hype as other promotions.

If this was the route Hara wanted to go, I would’ve have preferred they would have immediately jumped from 10K to 50K for the recent war.
 
What do we think about that Han princes becoming Shin's wife?
Shouldn't they do some political marriages and stuff?

Generals wouldn't be considered for marriage pacts. Least of all up-jumped lowborns like Shin.
Riboku doesn't seem to be from a noble family and he got offers from princesses so why not? Kings had a shit ton of kids in this era so princesses would be pretty common.
