It makes perfect sense for people to fear Shin if all they have to go on is reputation.
I don't think he will punish the attempt on his life. Going by the last panel, he seemed to have anticipated it from the old man, going by his look. Perhaps he sensed his insincerity or outright hatred.
Considering his goal, I could easily see Shin just play it off and somehow smooth over the blatant attempt on his life like it never happened.

He pretty much is.
Gaku Rai and Na Ki are gone, and while Man Dou now commands the Black Hi Hyou and was his superior in the past, Ga Ro has seniority over him in the HSU.
He could be a Hyou Shiga type, but imo he lacks both the martial ability and personality type. I could see him tap out at 5K in a few years but would prefer him as a general.
