well if it isn't Heki then it'll either be a New General or, a ballsy prediction, be Jukoou. Reach for sure but he's been recently introduced, would be a great help against Chu due to knowing Man'U, Sento'Un, and Gen'U, and since they already have Kanki then the excuse of him not being truthfully "loyal" to Qin is out of the question. I'm definitely not 100% sure if it'll be Jukoou but if it is then remember this comment
So, kingdom really was on break this week. Juko'Ou being the 6th GG is even less probable than Heki being one. Outside of Tou, noone knows shit about him and they're gonna give him the command of hundred of thousands of soldiers. lol
Maybe there isn't a 6th general. Maybe Sei says that currently there isn't anyone worthy of the title and the 6th will be nominated in the future after he/she proves worthy enough on the battlefield. This sparks off a strong rivalry between the M3 because thee is only one spot... And then...

Tou retires and Kanki leaves Qin freeing the other two spots.
Kanyou:
Sei continues with the ceremony and says the sixth seat will remain vacant. Yotanwa asks if it's because there's no one qualified and Sei confirms it. He says that tho the strength of the Six Great Generals is needed unfortunately there isn't one other who compares to the current 5. Kanki asks then why they can't just be the 5 Great Generals. Sei says 6 is needed like in the past. The 6 in the past had similar strength in comparison to each other and they were able to watch each others' backs which made them even stronger. Kanki then asks why it should be 6 and not 7 or 8. Shoubunkun starts getting frustrated at Kanki. Ousen says if there are too many higher ups then the lower positions become too vacant. It'll cause too much chaos and make them lose focus. Even now 6 is the best. Shouheikun agrees and says considering speed too 6 is best. As their battles go deeper into enemy territory the chances of messengers being blocked by the enemy becomes higher. That and the speed of their retaliation will be faster. Tou says in order to counter that the "freedom to wage war" exists. Sei says in consideration for speed and acuity the previous king created this system and they will properly revive that same system.
Kanki realizes what Shin mentioned before about unification is happening and says it's getting interesting. Shoubunkun says even though they are receiving the power to freely wage war they have to know this does not mean they are allowed to do whatever they want. Killing mass amount of people even if they are in enemy territory is prohibited. Kanki asks why he said that while looking at him. Shoubunkun continues saying anything resembling rebellion must never be allowed. Kanki says that's how it is to Ousen. Tou replies saying if any of them are found to do such a thing the other Great Generals shall cut them down, to which Yotanwa agrees. Sei thanks Tou for the reply.
Sei recognizes that the 6 Great Generals in the past had unwavering loyalty to the king at the time and doesn't expect the current ones to be in the same situation. However, he believes that the current 5 will fight to the best of their abilities and that whoever fills the sixth position will also be of assistance to them. He has Shoubunkun bring in something that will indicate a member of the 6 Great Generals and gives it to each of them.
