An example to where it is truly cheating is if it's a sport and they use performance-enhancing drugs.

I know it sounds hypocritical, but learning something you are capable of learning but at a faster pace isn't ideal but it's not a cheat, like getting your body to reach achievements it couldn't do alone.

I literally used the example of sports too. They arent competing with anyone,aside from those tests to get into public colleges and stuff. Still anyone can cheat like that.

So while I was researching for my book. I knew these places existed but I didn't know to what extent they still operated. I also hope I don't offend anyone's religion. We already have places that operate outside of the law system like FDLS camps. Not legally of course but law officials seem to ignore them.

Since the fall of Warren Jeffs, I'm not sure how they operate fully now. I know he still gives orders through prison at least for a time he did. They treated him like God, he was the judge and jury for things. Even forcing underage girls into relationships with him and other men. He decided if someone was wrong and what punishment to bestow upon them.
