That's because EU countries apply the same tariffs to outside states.

It´s primarily a defense/war preparation measure.
Both covid and especially Ukraine war revealed that just providing the reserve currency and import most vital resources, raw materials and products might not be such a good idea after all.
To reverse almost 55 years of geopolitics will require drastic measures obviously....
Since it is such a huge paradigm shift, I would not be surprised if Trump goes for a 3rd term, even if it is going to be harder than FDR doing it since it has been ratified since then with the 22nd amendment.

How many Skilled Trades and Middle of the Road White Collar Americans are willing to have their expenses shoot to the roof so that people who wanna drop out of High school and have kids at 20 can have higher paying jobs

America's manufacturing isn't even dead, it's still the second biggest, it's just heavily specialised with anything more focused on Quantity rather than Quality being outsourced to poor countries

But Trump isn't addressing the realities of the Current Global economy, that led to stuff like Egypt not having enough Bread for it's own people due to all the farms focusing on producing exotic stuff for foreigners
