If Luffy and crew are supposed to fight Marine Admirals and Gorosei by the EoS, then I'd assume Admirals -> Gorosei in terms of progression.

In a case like that, Monk Gorosei is stronger than Fujitora. Im is stronger than Akainu. Kong (who works under Gorosei) was the former fleet Admiral (promoted to WG commander in chief so he is above Akainu) but who knows where he falls here relative to the Gorosei.


Imo, either Blackbeard or Admirals are the next major adversaries for the crew (barring Vegapunks SSG or separate Elbaf villains), so I can see the WG being the penultimate enemy (I still think the EoS fight is with Shanks allying with Mihawk for Luffy and Zoro)
