Problem is you are questioning sth that is a fact. Admirals and fleet admiral are by far the greatest sample the wg can offer. Aside of that, gorosei are old(past their primes) and all are celestial dragons. Meaning they didnt have to climb any ladder to reach this status. They were candidates for the position since their birth. And its not like they had any actual competion. Have you seen how retarded the other tenryoubito are?
The wg goverment has immense power. Not only in numbers but in means of destruction. They have cataclysmic weapons at their disposal and there are hints that they possibly have access to powerful devil fruits as well(and oda knows what else). Also considering that all the official awakened zoans users are members of the wg its another testament of their power. So Its not like they need the gorosei to be strong. A casual admiral is weaker than any of the original yonko so there is no reason to assume that the gorosei are even close in strength to them. So to sum up, the Elders arent being scared of the emperors simply bc they hold MUCH more authority than each one of them individually.

For several years Admiral bros been saying that the Lolko are a group of Pirates that unofficially are just working for the Government because not only do the strongest pirates stall each other but also suppress any pirate that aims to become PK. Perfect for the WG who are most scared of a new PK rising.

If the Gorosei are actually Admiral+ level fighters the entire Navy HQ+Shichibukai = Lolko is complete BS as the WG would roll over the Lolko barely using half their forces.

The previous system didn't even include Cipher pol which would already give the Government an advantage. Now with the Seraphim the WG is undeniably superior already. Adding at least 5 other High Top Tiers would make the Lolko look like filler villains (which they most likely are tbh).

This reasoning that the Emperors are unofficially working for the Government because they suppress any pirate that aims to become Pirate King is just fallacious because not only we have both explicit statements and actions from the Government that portray the Emperors as a legit threat instead of a tool, but also because, as I said, there's no sane argument to be done for the Government to have the power to erase piracy from the New World yet choosing to let powerful enemies to freely control it and somehow hope they will be better than an institution with a shared structure, networks, resoruces and goals at gatekeeping it.

If the Elders end up monsters as strong as the admirals, above the admirals or whatever, then we'd just have an inconsistency, which is quite different.
