Kaido is saying this from his perspective, he doesnt know how Roger became PK so hes assuming he just brute forced his way through everything and conquered all. But we saw how he became PK. So id take his word with a grain of salt.
The fact that the biggest powerup in the series is g5, and that because of this powerup, Luffy will be able to do what Roger can’t - which is beat Imu. Dfs are also related to desire and dreams, haki is not everything. Not to mention that Kaido’s strongest move is literally a df move lol. He was saying that to deny that g5 can beat him

Its simple. Haki is more important than a DF but that doesnt nullify the importance of a strong DF. When you have both you hit the jackpot.

yeah he relied on both no one is saying he didn't but we are saying that DFs alone cannot conquer the seas but haki alone can
