Odas not very consistent with his markings 100% of the time. But we do have a verbal acknowledgement moments before the clash. This was done intentionally. Read my last comment. It has the panel. The time difference is one of mere minutes if that.

Common sense and looking at precedents set by the author... we can conclude that sanji was in fact damaged.

We can also conclude that the markings disappearing is a common occurrence in one piece. A well established precedent that can be pointed out numerous times in the manga.

Unless significant time has passed for rest. It's usually assumed that the character should still be damaged.

You wouldn't say that luffy was at 100% when he went back to fight kaido. Despite having significantly less damage markings.
