The Gorosei are clearly stronger than the Admirals for multiple reasons. There were already safe assumptions about that that could be taken before this chapter:
- The admirals are only the public face of the WG
- The admirals work under the Gorosei (strongest members of the WG, excluding Imu who is hidden)
- The admirals are always mentioned to be the strongest marines (public face of the World Government)
Now, we have the Gorosei being introduced LATER in the story and showing their strength LATER in the story. This is typical from EOS villains. The stronger they are, the longer you gotta wait to show their strength.
Why is it that the admirals' strength was shown in Marineford? I'll let you guess why.
The admirals have always been portrayed as a mere public face, the last opponents before the World Government.
Now, let's get back to the arc where we at. The World Government sent CP9 then CP8 and so on, until CP0, to kill Vegapunk. However, none of these succeeded to do it.
So, the WG decided to send Admiral Kizaru, who was escorting Saturn (who was not supposed to put his feet on Egghead).
What happened? Kizaru was one shotted to paralysis by the yonko who was not supposed to be in Egghead (Egghead incident).
This led to Saturn, the strongest agent of the World Government before Imu, to land on Egghead.
The narrative is clearly showing: CP9 < ... < CP0 < Admiral Kizaru < Saturn.
Saturn is the strongest ressource that the WG disposes to kill Vegapunk at this point.
Now, if we ignore the narrative (that you can't understand for some reason and that is obvious at this point), you have Saturn having an insane portrayal since the moment he landed his feet on Egghead:
- Saturn lands on Egghead with a fucking pentagram, this is an insane portrayal
- Saturn seems to have conqueror's coating (we see black lightning) and uses a devil fruit attack that affects even Sanji and Bonney (who are top tiers)
- Saturn's devil fruit is a fucking mythical zoan whose portrayal was already insane
- Saturn seems to be immortal
All of the recent portrayal, feats and narrative clearly confirm that Saturn > Kizaru.
Ignoring the overall situation and only overanalyzing the arguments I'm using is your choice.
