Narrative wise, it obviously helps to keep interesting, cause it boosts diversity and powerlvl wise it simply balances things out.

Big mom needed to use her haki combined with her divil fruit( G4 flame pattern, Katakuri sticky mochie flame pattern), and her body weight to block a normal G4 Boundman Kong Gun without Advanced Haki.

It still shook her arm indicatiing she felt that hit. Only Kaido can take attacks G4 without haki.
Yeah, I see where you are coming from, but I don't agree completely.
I tried to keep my post shorter, so I didn't really went into detail.

Thing is, Boundman's raw power is already very high and assuming that you don't have the required lvl of strength to create that AP or a DF with the casual firepower the Admirals' fruits have, you would definitely have to learn atleast adv. CoA lvl1, in order to fight her efficiently, like blocking/deflecting her punches and doing damage in a prolonged battle.
I mean if not for this, you really can just hope to beat her if you have again, raw strength as high or higher than Boundman constantly or some other fruit with similiar firepower, which is by far not the regular case.
Look at the Commander lvl guys. Out of her own crew no one can seriously damage her for example.
So you do have a point, but still..

to be fair, Akainu has better haki feats than Garp. He showed ACoA deflection against a gura gura no mi shockwave as well as possible Future sight against Marco and vista
not really , Garp is fruitless and though he got the respect of WB and Roger , i really doubt that Akainu would have any chance fighting a healthy WB he landed his attacks mostly as WB was showing his illness

Enel's hax fruit kinda makes his haki more hax
Also I wouldn't say it prevents them, it just takes away a lot (or all) of their motivation.
It's like asking the Superman "Why don't you learn Karate?"

the real reason is. if Oda gave a character with a hax fruit good stats that character would be severely broken.
that its the only reason really.

hax fruits like Sugars do not need to be trained. they just work.
give Sugar top level CoO and CoA and watch her solo OP verse low diff.
Yep. Sometimes it even feels heartbreaking so much hax lies in the hands of weaklings

Having a df with a hac df doesn't stop you from developping your haki. If some like Magellan, Moria or Sugar didn't have powerful haki it was because they rest on their laurels and relied too much on their df.

i mean having a strong DF let people not develop haki because of intense of the battle because they usually win their fights easily

I believe this is purely contrived by Oda because some DF abilities would be pretty much unbeatable otherwise. If he gives someone a hax DF he still needs, as a writer, a believable way that guy can be beaten.

it seems some misunderstand what i mean with "prevent" i mean just indirectly since when they have strong DFs , they usually use them and win easily so they don't have intense battle in which their haki could bloom , and Rayleigh stated that Haki bloom in extreme situations
