Gunko said it best. That nobody, not pirates nor marines nor even some celestial dragons were supposed to know that the world would end. Balance of the world was complete bullshit
It's been celestial dragons vs the entire bottom world the entire time. When you think about it celestial dragons are STACKED (5-6 top tiers, several commanders, some fodder pieces, not even including Imu). Marines were just a front for them too

Saturn is dead and his showing was by far the weakest, making him a questionable top tier.
On the 3 holy knights we know about
Base Gunko is very underated imo. High battle iq and a Pretty broken fruit (Probaly slightly weaker, than the weakest admirals)
Killingham has a top tier passive Devil fruit but his fighting abilities may be the weakest of the holy knights we've seen so far. And if his fruit works anything like sugar, then if he gets knocked out the fruit deactivates. I am still assuming low yc1 to high yc2.
Sommers is probably the weakest of the bunch overall but probably a high yc2 to low yc1. His fruit is like a weaker version of ryogoku.

2 Yonko tier faction commander fighters

8-12 holy knights that most likely range from low admiral to yc3/4
That curb stomps every yonko crew we've seen. The weakest of the world government is still stronger than the majority of yonko crews.
Look at kaido. He himself was a top tier but the gap between him and the rest of his crew was so high that his crewmates got picked off one by one. he had no support and had to fight gauntlet. Compare that to the world government, base Gunko (who is at best the 8th strongest world government fighter) beat the 4th strongest strawhat. Even if Luffy can hold off imu the pure numbers of the world government would overwhelm yonko crews atm.
