U think to forge a black blade the user must have the best/strongest/top tier CoA and CoC haki.
CoA haki gives black blades their color and hardness. Mihawk hinted during Dressrosa any sword can become a black blade. He said if Zoro's swords would have been black blades they wouldn't have broke against him. That tells us black blades are so strong not even Mihawk can break or cut them.
CoC haki is needed to permanently change the blade. If a swordsman must bend a sword to their will to master it and CoC is not needed to master the weapon. Then more must be needed to permanently change a blade since that is beyond mastering the blade. I can only see that being achieved with the some of the strongest CoC haki in One Piece.
I think Zoro has started the process of forging a black blade. The fox told use black blade are forged in battle.
I find it interesting that the manga used the term "forged". Forging is the process of heating and hammering metal. Zoro can put his swords in a state were they appear to be heated by adding overwhelming amounts of CoA haki to the sword. Plus he can add CoC to it and fight with it in battle.
I believe that's not a coincidence.
I know some might be thinking if overwhelming amounta CoA haki and CoC haki are the two main components needed to forge black blades why don't we see more top tier swordsman or weapon users with black blades. I believe the reason is because using overwhelming amounts of CoA haki is too risky. Pound for pound, ACoC is a greater buff than CoA barrier when it comes to increasing offensive power. Using up all of your CoA can possibly kill you. Why use such large amounts of CoA haki when ACoC haki can be used to achieve the same, increase in offensive power, without the risk of dying. Not everyone has CoC so running out of it shouldn't kill you.
I still feel there's some things missing to create a black blade. I'm not sure if the highest/vest CoO is
