Do you have the panel count for every arc? I'm almost positive that almost every arc villain that fights luffy has comparable portion of panel count relative to their arc.

Sure. Now that you are debunked you make the argument irrelevant. Oda has given effort in spending significant time on Kaido. It's oda's story so he will write a character the way he wants. You liking or not liking Kaido's treatment is subjective irrelevant opinion. But the fact is oda as an author spent significant time of waido. Stay made and cope.

Oda having Akainu play the role of killing Ace would be a very poor decision writing wise it Luffy isn’t the one to defeat him. It would be similar to how Arya killing the NK instead of John Snow, feels like a cheap subversion and poor writing.
I agree that Akainu won’t be the primary WG antagonist, but Luffy could beat him before the Final War or he could be a mini boss.
