We know prior to Luffy and Co, only Shiki had ever escaped Impel Down, but it could just be a case of the WG covering it up. It'd be a huge blow to their image if word got out that the Warden of Impel Down helped a prisoner escape, and became his subordinate.

Tbf I don't think he ever escaped from impel down. King may have overseen his move to pH and that's where queen also got involved and maybe they took the numbers then too.

That could be the case too. King was a former guard of Vegapunk, and Queen a fellow scientist. Both defected and aided Kaido in his escape.
