I think that's all there is to it, bad writing. He is probably not even trying to tie up some minor loose ends like Law's reason for not killing Hawkins and only goes forward focusing on major things while it also works great at the same time since he wants to re-use Hawkins in future development. Maybe he will give us the reason or show how the interaction between them ended which would give the answer you seek but most likely it wont happen...
Because maybe law has a secret deal with Hawkins, he would need Hawkins for any worst possible situation happening in war. And Hawkins with his pirate pride would pay his debt to law for not killing him
its better for him to make hawkin as his bit*h by taking hawkin's heart instead just plain kill him. after all, law isnt bad guy. thats why he allied with luffy.

So you're saying he had a secret deal with both Hawkins and drake. And the two deals are so separate that Hawkins doesn't know drake and law are in cahoots and Hawkins is selling Drake to queen
