I would say higher than rogers, because he is the most wanted man in the world.

Like you said there is on ine side the "most wanted man" statement but on thevother his commanders bounties are underwhelming. You would expected more from the "most wanted man" group and this of course lowers Dragon expected bounty even below "common yonko" while if that statement was true he would get at least a bounty higher than the bounty of WB so 5.5 B + but it seems ridicoulous with these commanders..
Also by logic he should get a bonus in his bounty higher than people killing lots of people since he is directly targeting the WG and this would also explain his supposed top bounty despite he should not be the world strongest.

I hope that old statement is respected as well, even because Oda underlined it, it was not a casual comment and actually it makes a lot of sense since he is the leader ofbthe revolutionaries who want to overthrow the WG. The problem is that we have seen that the bounties of the captain and those of the crew are related (like for the default 50 M bonus the SH get just for being SH). So it is weird these commanders, and Sabo above all, have bounties so small, we have even seen them cover Fuji in bandages so they should have a good amount of power as well yet their bounties instead of getting a bonus seem to get a malus.
