Ice time capsule might just a move when he freeze his opponent (maybe to/near absolute zero?) and nothing will change for those who are frozen.

It means that, if those who are frozen is keep frozen for 10 years and then they somehow got unfrozen, their physical condition will be more or less like 10 years ago/they didn't age.
Kinda like what happen to Avatar Ang at the beginning of the story.

I feel like I would be unnecessary. Luffy going from rubber to being able to have freedom so great in scale it turns into toonforce is enough, I don't think we need so cold, he freezes time as well. I just feel like it would diminish Luffy's fruit a bit and send the series in a weird direction in regards to the logia fruits.
