How is being forced to maintain a weekly deadline an excuse? Literally the guy has one week to write storyboard and draw.
Wanna see Togashi's "art" under the same deadlines?
Here:

Nice handpicked moments. Who knows what his conditions were like when he was releasing those chapters. Togashi is known to have sever medical issues. Hes been releasing a lot of the current arc weekly and the art has been great.

That's what happens when you have to send in rough sketches.

Oda's sketches don't look much different than that at all (just look at the live drawing process of the color spreads, they are always posted by the official OP team).

When actually gets time to finish the chapter, his art is on the same level as Oda's (at the very least).

He just needs longer due to his medical issues.

So this is not an excuse, but having to maintain a weekly delivery time is?
Just to understand your logic of "excuses"

I belive togashi is lazy but also a good artist.
The question is, why Togashi sent multiple times across his career sketches, while Oda never did that?

But comparing the art of a guy that made 400 chapters to one that made 1130 in practically the same time span is stupid.
For every page that Togashi wrote, Oda made three.
And this is on top of all the media empire One Piece is.

But what are we even discussing now?

Quality or quantity?

You have to remember that HxH is also Togashi's second triple A series.

Mere quantity alone is no criteria to rank/compare manga.

I am discussing that a person has finite time to deliver their manga, and there have to be compromises to be made to output at that pace.
No other mangaka kept Oda's rhythm for as long as him, and comparing Oda with Togashi on such an uneven field is, as I Said, disingenuous.
Because come end of the week Oda needs to send a chapter, finished and ready to be published.
Togashi does not have to abide to that, so he can take as long as he want to draw.
So yeah, quantity influences the level of details and quality, and comparing the art of a guy who made 3 times as much as the other is for me stupid.

And Togashi is well known for being lazy, see the last arc of YYH.

HxH art is consistently shit, its lows reach One Punch Man webcomic levels of bad and its highs at best reach generic One Piece art, though I honestly don't even believe Togashi deserves the credit there, more likely it's an assistant or something fixing his shit.
