Because:-
Luffy didnt solo 1v1 Kaido start to finish.
Kaido got defeated after fighting 16 opponents back to back with Luffy doing multiple rounds, inu & neko being in sulong & while lifting a huge island etc & for the most of the fight wasnt even dodging attacks & just tanking more unnecessary damage our of overconfidence initially. Only later when he wasnt underestimating Luffy anymore that he started to dodge attacks & use FS.
Implying luffy is still not equal to kaido 1v1 start to finish.
Also GB came now coz just as yamato & shanks pointed out that the alliance that defeated kaido was still recovering. So this wqs a golden chance for him coz alliance wqs not 100% fresh.

Marines didn't touch wano in the past because Kaido was there.
These are 2 separate things, I don't see how they're mutually exclusive in any way lol
Also, why should GB be thankful like fuji? That's not his character and he has 0 care for the inhabitants of wano being saved. Very bizarre point, but meh

not every person has high morale as Fuji. Plus as an Admiral it is his duty to capture pirates. He was prepared to kill thousands of citizens for it. And it was kind of personal for him, he wanted Akainu's validation.

Luffy and co. are exhausted after the battle and secondly he doesn't see Luffy as an equal threat as Kaido.

Winbull is being demonized too much @MonsterKaido
- maybe since he already deemed Luffy as main savior guy of Wano who beat Kaidou by luck, help, poisoning, ganging up, magic spells etc without even considering that Luffy is currently stronger than Kaidou. By capturing Luffy, Wano will lose its savior and the Marines and World Government can govern its citizens however they want
All pirates are his enemy and he doesnt feel sympathy for the enemy. If Buggy invented a poison that killed all pirate in the world. He would kill Buggy after. Because every pirate should be dealt with.

the previous generation has years of proof of their strength which Luffy doesnt. So he knows he cant take on kaido, Shanks, Mom but feel confident he can take on the newcomer that is Luffy.

Because he severely underestimates Luffy thinking that he's the weakest strong pirate.
Because Greenbull is not the guy to be thankful for anything.
Because he wants Akainu's big dick too much.

Once again because he severely underestimates Luffy, he thinks that Kaido was taken down by the combined effort of all three supernovas Luffy, kid and Law. Which means that Luffy individually is at least 3 times weaker than Kaido.
