I’d re-write Wano so that ACoC was better handled.
The power was introduced last minute into the arc and was very poorly explained imo.
Id have Luffy encounter Garp on his way to Wano. Have him get one shot by ACoC. And then have Garp actually explain what ACoC is and how Luffy can unlock it.
I’d also include Yamato as an antagonist for acts 1 and 2 of wano. Using his experience from fighting Garp, Luffy would train his haki before fighting Yamato at the climax of act 2 and defeating her by unlocking ACoC.
That way Luffy goes into the rooftop already having ACoC
