Yeah basically
Zoro agenda is about him being as at least ~ Luffy and stronger than any ally (Law, Sabo, Yamato...)
Right now they can tell themselves it's not the end of the the world to be used to hype up a potential FV, especially if everyone else would get treates the same
The real test for the agenda will be next weeks

It's very rare to see a character going through a gauntlet like this. Zoro and Sanji got done in the same chapter back to back.
The way this chapter ended with Loki vs IMU portrayal I feel we might see Loki doing more against IMU.
And,. saving Luffy for the last - well we know what's going on here
So, more salt it would be.

It's a fire attack, it's not going to knock anyone unconscious, it did the goal of putting him down. The intention is pretty obvious.
You can compare Zoro to his rivals Sanji and base Luffy all you want, I don't have strong opinions on who the strongest high tier is, just don't compare him to characters who are Loki level.
