Zoro was stronger than Luffy pretty much majority of pre time skip. Post time skip too until Nika.

Currently Luffy can extreme diff if Zoro doesn't have Ashura.

Oda knows what he's doing, he compared Zoro with 2 Yonkou. This is the same fanbase that powerscales how close characters seem in gag fights until it doesn't suit them and as we saw in the spoilers discussion thread they even tried to powerscale reactions.
