This is assuming that Scar is important & related to Shanks which isn't really confirmed yet
There's no inconsistency, it never happened. Garlind lost his country and Kaido who was there doesn't know this mf and he had WB, Rocks and Roger in his "top 5".
The most realistic answer is that Oda fucked up with remembering Whitebeard‘s scars, or remembering the line with Shanks, whether he got them from Roger, Garling, or whoever.
In the flashback of Roger’s last meeting with Whitebeard it doesn’t look like Whitebeard has any of his three distinctive scars. The sake bowl might be blocking the central one.
It could also be like the Shanks’ scar situation where Shanks’ has apparently got tons but we only really see the one from Blackbeard. Poorly done from Oda if that’s the case.

That’s not really a problem. We don’t actually know what Roger did between him picking up Shanks and then us seeing Shanks at his youngest other than God’s Valley, which would not have taken years.
For all we know they went to West Blue for a bit, made an island their base, sailed from there for a couple of years while Shanks and Buggy grew up then hit the Grand Line again when Shanks was a bit older.
