Character Discussion Is Figarland Garling the most Cold-Blooded Villain in One Piece so far?

Lee has this huge hate boner for Garling just because he is Shanks's father, kind of ridiculous to hate on a character just because the character is related to another character you don't like lol.
Anyways Garling as we know didn't only kill Shanks's mom, he pretty much setup the genocide of an entire island of people, along with also allowing many slaves to be killed as well.
What made Garling so evil, is that he probably came to God Valley and most likely pretended to be a good person, and was probably even nice to the citizens.
His wife, Shanks's mom was really in love with him, meaning that he pretty much manipulated her and made it seem like he was a good guy.
But the moment Shamrock and Shanks were born along with Shakky being captured, Garling had no more use for his previous wife, she was useless to him.
Killing the mother of your kids as well as planning the genocide of your wife and kids homeland that you visited in the past, really is just pure evil especially if he was pretending to be nice to them.
Oda is definitely planning to make Garling one of the most evil characters in One Piece, and I do believe that he will end up being even worse than Saturn.

- Arlong enslaved humans because of the anger he built up during the years he sailed with Fisher Tiger and after his death. His hate is an emotional reaction to what he lived.
- Linlin ate her friends but never realized it, she wasn't really there, she wasn't conscious of what she was doing. Linlin is a deeply troubled character that acts almost always because of her feelings or her biological pressing needs.
- Kaido, cruel and evil as he is, showed that he has many internal conflicts that dictate his decisions at the end of the day. His depression and alcoholism are symptoms of that.

Crocodile pretended to be the hero of Alabasta, Doflamingo did the same, Kaido pretended to be fair with Oden before he wasn't,Cipher pol pretended to be normal workers in w7,Ceasar the clown pretended to be a hero to the people of PH. This is actually pretty generic OP villains writing

Yeah but for Garling, we can even assume that he only became like this because he was raised to do so. The environment he grew up in is constantly being told he's some type of God who's should rule over the "insects of the world", looked up to people who do massacres, etc. Even the only reason he reported God Valley seems to be to please Imu. I don't think people would find this sympathetic, but still
Compare that to Doflamingo, Arlong, Crocodile etc, who independently decided they wanted go around the world killing people.

Thats not a trait shared by Garling alone but even the lowest CD tho, like everyone there was there to either participate or watch

Akainu killed the civilians because he was afraid one of them had knowledge.
Akainu did what he thought was right.
Garling is just a selfish asshole.
Akainu may have killed more, but that one kill that Garling did was way more evil than Akainu. Also let's not act like Garling didn't murder tons of civilians at God Valley. And unlike Akainu, Garling had no reason.

He used his marine position to slaughter random people in the town for criticizing him lol
.....That's not what happened? The Gorosei are sweating at the replacement of Saturn, which only means that Saturn was killed.

You know he must be the most insanely fucked up dude when even the elders who just blew up an island with 10,000 peoples on it are sweating at the thought of working with him. 
He attacked a marine who refused to follow his order. But I don't remember him killing someone for fun.
