Character Discussion Is Figarland Garling the most Cold-Blooded Villain in One Piece so far?

He attacked a marine who refused to follow his order. But I don't remember him killing someone for fun.
Sure, but his orders weren't marine codes or anything, it was just him being a tyrant on his own island. Marines who didn't listen to him would be executed or ordered to kill himself, like iirc the Marines who didn't want to shoot the little girl were ordered to commit suicide. He let his son bully people for no reason, with Zoro being borderline tortured, and any civilian criticizing him would be killed. That's why after the arc, the Marines had him sent to jail.
Are we really comparing Morgans' evilness to Garling's?

Garling is undoubtedly the most evil villain in One Piece. At least Charloss sent back his wives to the commoners after he got bored with them, Garling just murders you nonchalantly.
Well, Garling is a lot stronger and can get away with much more. But his intentions are pretty much the same as other villains, killing anyone who gets in his way. How many arcs have we had a main villain willing to destroy the entire island to achieve there goals? Doflamingo, Spandem, Crocodile(borderline, he was planning on killing 1 million people),Kaido(Borderline, I guess just the flower capitol), Enel etc.

Actually, I think that Garling has a cruelty of his own.

It's clear that Garling has an agenda since he was displayed as a main character in the One Piece's race (chapter #1121), but what could it be? He seems to be incredibly aligned with Imu to all intents and purposes...

IMO, Garling considers himself stronger and wants to be a ruler even worse than Imu. He wishes to undo the alliance with the WG kingdoms, just making everyone outside of the 19 families a target for either slavery or absolute eradication. Even if the Gorosei/Imu are cruel, they still have shown some consideration for their assets once in a while (e.g.: Saturn felt pity for having to kill Vegapunk, Ju Peter saved the Cipher Pol agents trapped in Egghead's Labophase, etc.). Even the other Gorosei seem to be wary of Garling's modus operandi.
I think a lot about Garling ending up "betraying" the Gorosei, showing Imu that they are "useless" as a whole, and Imu placing him a level above the Elders... Garling is being built to be this cruel and calculating character with his deeds.

Doflamingo, Spandem, Crocodile(borderline, he was planning on killing 1 million people),Kaido(Borderline, I guess just the flower capitol), Enel etc.
They all had a motivation to do such atrocities, often to achieve their goals or for self preservation.
Garling literally does it for sport (in the Human Hunt)..

As for the relevance of the killing itself, imo the only one who comes close is Doflamingo who killed his father and brother, but that's another story...
