I think it's possible that if Harald wasn't a HK(instantly acts like a tard) and more of a quick fast fighter, it would be less of what appears to be a stomp, but the gap still exists.

Nobody’s tanked lokis attacks so far besides imu and even then he was coughing and bleeding.

Imo Oda's mind is simple
Massive size = Absolutely retarded firepower and durability (we see Loki brushing off an omen bombs barrage in his dragon form) but not made for CQC/focused fight.
But if Loki can change his size with his zoan as implied in last chapter, then he can adapt to who he fight against.

in chapter 1178 its the same effect

Ragnir gets BIGGER in the next page to assume its hammer form
Unless I'm missing something its clear what's causing the shrink effect, its tied to loki, not ragnir

he seems to be having trouble spotting opponents coz of his size which is not really that surprising in hindsight given he's built like a whole island but fact that he's able to change is size is a significant coz he can always adjust his size to his opponents as needed.

Plus even if he's unable to sense opponents in that massive form, the amount of damage he can eat with it is insane so nah he's not really disadvanataged against smaller opponents coz he has the flexbility to adjust to the situation.
