Luffy was great up until he met with coby in water 7 been kinda ass since. That's also when his appearance changed. Anime in general was changing and becoming less masculine. That's when the One Piece manga fell of and toei was doing those stupid bishounen scenes with Luffy and Hancock.
Deifnitely not a retcon because we saw Luffy saying this with Ace and Sabo, the same thing Roger said....And Roger was not even pirate king when he said that....
Retcon is a strong word, but after hundreds chapters of I WANNA BE THE PIRATE KING, having a line dropped during Wano (if I remember where that exchange happened) is a retcon.
Could have been the plan all along? Of course, but so far, we had no idea.
In volume 1, we can see that Luffy still wanted to be a pirate BEFORE eating the Gum Gum. That's where he got the scar.
We could even take into account non canon stuff like romance dawn but I don't think it's pertinent.
