Powers & Abilities Is Naruto a weaker verse than One Piece

I have said many times that Sugar alone erasing a person with a touch and law's abilities are literally so broken that they could be END OF SERIES villian powers. Like i can actually imagine the final villain of a shonen series having such abilities. Not even end of arc villain. END OF SERIES villain. So hax wise, OP and Naruto are either comparable or OP is better since random ass people just have such powers. Fuckin Mont D'or's ability is so goddamn ridiculous considering how much of a random character he is.
And thats not to mention Elemental hax. Luffy is supposedly just IMMUNE to electricity. Which isn't how rubber actually works. But this is pokemon rules and Elements just come with random ass hax because its pokemon
Anyway for Naruto, Chakra is power. And Chackra can turn into raw power. for example' Madara can slap away Country busting Bijuu bombs withhis bare hands because his bare hands have Chakra on them and increase his duraability massively above country busting. And then Might guy can tear through madara's durability with raw power that comes from Chakra by simply punching the air so hard it evaporates mountains from sheer force.
Look at it this way, When Naruto's unmolded raw chakra was removed, it could tear through the moon. Unmolded Chakra is the base power that in base form just automatically turns into physical power. You would have to do Moon level damage to base naruto in order to just damage him since his base chakra that just automatically increases his durability can destroy moons.
Its basically Dragon ball z ki. Ki is what makes Goku superhuman in physciality. you can't remove it

Doesn't compare to what Itachi can do. Motherfucker can LOOK at you and kill you, and he's what, a high tier ? OP has certain levels of durability negating hax, which is good, but doesn't compare to mind manipulation and shit, doesn't help that its some most proficient users like Sugar are dog shit on the food chain, literally the only way her ability works on anyone would be through a sneak attack or if you have no knowledge on what she can do, very situational. You can argue OP has more variety but it's still not as powerful as Naruto's.
Ok, vast difference between country level and planet busting though, can Madara and Guy pull off the latter with sheer strength alone ? . Plus the 3 examples you used are top to god tiers (latter being Naruto). They're not benchmarks for the entire universe. Itachi is kinda weak without illusions, amaterasu etc.

You're saying Itachi is a high tier with a broken ability. Well Sugar is a mid tier with a broken ability.
Itachi killing you with a look, THAT YOU CAN ACTUALLY BREAK OUT OF IF YOU ARE STRONG ENOUGH, is very different to Sugar instant K.O wit a touch that CANNOT BE BROKEN OUT OF. And i don't know about you, but killing someone vs Erasing their existence... What do you think is a bigger hax?
Well the only person in OP close to country level is Whitebeard and he definitely doesn't do it with raw power. Whitebeard can't swipe away a country busting attack with raw power, he's needs quakes to do that.
My stance on general verse vs top tiers in the verse is this
Basically its just plot. The plot of naruto has way fewer people so the power scale looks very steep. From fodder to top tiers is a ridiculously high ascension becuase the story just doesn't care about the people in between that much
Whereas for one piece, just in East blue, there was a whole heirrachy of power in just that one saga starting from fodder like Alvida all the way to Smoker. And those were all shit tiers compared to the stuff happening now.
Lets compare this. In east blue, Arlong was a big deal for managing to topple buildings and essentially destroy a town. In the new world, Randolph, some random Big mom underling was able to do this. Tobble buildings and destroy towns. And RAndolph got One shot by Carrot. See. There's a ridiculous number of people in between Arlong and Carrot and theres a big number of people below Arlong and a very big number of people above CArrot. Oda goes out of his way to give non essential people power to be useful in the plot and that leads to A lot of people being decently strong in Average compared to Naruto.
Whereas compare to Haku, the first big villain NAruto fights the series. Haku is stated to have LIGHT SPEED TRAVEL within his mirrors. This is Arc one villain stuff. Some guy just has LIGHT SPEED TRAVEL in the first arc. The story just doesn't care about anyone in between that much. So you end up jumping from fodder to god tier very fast because no one in the middle matters that much

Reality warping powers aside (which aren't a thing in One Piece...yet), yes, it is. You have characters being able to cause global earthquakes among other things in the One Piece verse. The OPV is also much bigger as the world itself is bigger. Naruto feels small in comparison.
That being said it's not exactly weak, but weaker with fewer characters and not the same amount of world building.
