But the sells doesn't totally correlate to the quality of the manga. I can guarantee you that One Piece does not have the best written characters, plot, or world building in the manga format. The things that caught the people's attention is how likable people find the main characters, especially Zoro and Luffy, because of certain positive traits people like in them, and who are the main characters is static, ehich means that investing in these characters won't seem to be a waste of time on the surface, whereas a story like Dragon Ball simply throw away characters that aren't Goku and Vegeta. How Oda actually tries to build a world unlike many other shonens is another important contributor to its popularity. The fact shonen has the biggest reader base in manga, which allowed it to be able to gather a lot of mind share. It helps that unlike the likes of Naruto and Dragon Ball, the main characters outside of the MC aren't completely thrown down the drain, and even have main fights dedicated to them. There's the fact that One Piece had a massive mystery box early on in the story, which if the massive success Lost is to go buy, mystery bait is one of, if not the most effective way to gather an audience as the mysterious nature of these properties allows people to theory craft whatever comes to mind, which makes people further dedicated and loyal to the story as they feel that they're contributing to the story one way or another. Curiosity is also an extremely strong feeling as well, so a lot of interest in a story heavily dedicated to mystery bait would gather a massive following.
All of that being said, non of this actually contributes much to how well written, or contrarily so, One Piece actually is. Not saying it has no qualities, but it's not the best in anything, not even in the sum of it's parts.
