It does reprrsent danger. It shoes hes intellectual and skillful enough to be the reason the SHs escape Yonko territory.( Which is true if you look at his pre timeskip intellect feats). Hes versatility that helps the SH poses a threat. And in this current case he helped guide a Yonko away from destroying his crew.

The act is also being the sole reason for the SHs to escape. You cant minimise its role to just baking a cake.
Would I say Luffy vs Katakuri is just a fight so Luffy doesnt deserve his bounty. Fact of the matter is Sanji created concoction that could control BM's destination.

No Strawhat (since becoming one) actually deserve their current bounty except Luffy himself (whose bounty increases due to his personal links too)

Zoro and Sanji have always been the biggest threats inside the Straw Hats, outside of Luffy. The World Government knows this. The World Government also knows of Sanji's affiliation with the Vinsmokes, who contrary to what the fandom wants to believe that they aren't worth their notoriety, that means jack shit in the eyes of the author, and his intent that they are considered a force to be reckoned with in the One Piece world. Just because they couldn't stand up to a Yonko (BIG SHOCKER), doesn't negate their accomplishments and infamy throughout the World.
Whether people want to accept it or not, Sanji is gaining his bounty through World Government recognizing him as a threat, and I'm sure it is eating people alive that those words he spoke to Kuma oh so many years ago, are slowly becoming a reality.

And after Wano Zoro will have a higher bounty again, it'll be more than 10 million of a difference and the Sanji's fans will go right back to bounties not meaning anything.
