Most devil fruit users in the story cant fight without their devil fruit
like for example WB needed his devil fruit + haki to stand eqaul with roger

Actually whatever we saw of him and Roger was only Haki and weapon.

That's why I believe. Roger Haki + Sword > Whitebeard Haki + Weapon.

Whitebeard DF + Haki + Weapon > Roger + Haki + Sword.

Hence the strongest.

Not really. Luffy , joyboy , Imu etc all have OP DFs.

Eos Luffy , Joyboy , Eos BB , Imu these 4 will be strongest characters in OP.

Strongest are those who have both broken haki and broken DF.

Old gen minus WB don't even have better on panel feats than waido.

Garp , rocks never used wifi haki as an offensive move either. They mainly used adv coc coating. Wifi haki is simply basic coc using to extreme. It's not an AP based attacks.

Gura can't be countered by haki.
Yami is practically useless against Hakiman.

And if that were the case, blackbeard wouldn't have ran away from akainu.
