Not really. Luffy , joyboy , Imu etc all have OP DFs.
Eos Luffy , Joyboy , Eos BB , Imu these 4 will be strongest characters in OP.
Strongest are those who have both broken haki and broken DF.
Old gen minus WB don't even have better on panel feats than waido.
Garp , rocks never used wifi haki as an offensive move either. They mainly used adv coc coating. Wifi haki is simply basic coc using to extreme. It's not an AP based attacks.

After the Conqueror's Haki was exploited on Onigashima, providing several advantages against DF users, people forget that it's possible to combine DF and Haki in various situations, and that this is much stronger than just brute force and Haki.
Devil Fruit users are dependent on it, that's a fact. However, there are Devil Fruit users who are experts at combining their Haki with their fruit, and this makes them incredibly strong. So I don't think being a Devil Fruit user is a bad thing.

Oh haki absolutely matters. I am not denying that but take imu for example. In an instant he can create huge powerful demonic army. By the looks of it , he is huge mythical zoan so he bound to have OP abilities and raw power like Kaido.
Take current luffy who's Bajrung gun attack is strongest attack at this point not taking the uranus weapon's attack into account which is achieved thanks to the combo of DF and haki.
