Because it's Sanji.
Sanji's "Conqueror's Haki" doesn't look normal because Haki wasn't much of a concept back then. That's why it looks different than currently. And Absalom, got different shading and keep staring at Sanji for some reason without reacting.......

i recently read this part of the chapter and i want to take back my point about Absolom freaking our over how sanji was able to look through his DF
it was already established that sanji was able to notice the bazookas under absolom's arm even tho they were invisible absolom was confused sure but he wasn't shook over it.
the sfx is of " sudden angry glare"
so i conclude that absolom was taken aback by his stare
