Imu literally packed up Cobra with Sabo and Wapol watching yet nobody knew Cobra died besides those two (and maybe Vivi and Morgans).
In fact if I recall correctly I think I saw a panel of someone asking where Cobra was and they just didn't say shit, they just said he won't be attending the Reverie anymore and that was that.
And Dragon could also just be another Garp where he was close to becoming an Admiral/was offered a position as one but then decided not to after he saw all the terrible shit the WG did, only Dragon left the Marines completely while Garp stayed.

I may have some very unrealistic expectations of Dragon’s actual power

While Luffy and Garp can go blow for blow with top tiers, I expect Dragon to completely 1 tap all of those said top tiers (Minus Kaido and BM maybe) something much akin to what Shanks did to Kid

Now I’m not calling Kid a top tier but there is no denying he has top tier endurance as he took multiple attacks from big mom who is a top tier who accidentally murdered armed giants at age 5.

Maybe i’d be singing a different tune if Big Mom could actually use ACoC and wasn’t nerfed by oda. Woukd she also be able to 1 shot Kid? Anyhow, that is whag I expect of dragon
