The theory is about everybody born with it. Extreme situation is a must for sure. But is told that only few people can unleash that haki.

Even Kid had that confirmed by someone else although he never showed. Jinbei would be similar. Although we have Mihawk and possibly other marines that may have it too and was never said or showed.

Yeah, that takes into account the entire world. New world pirates are already the cream of the crop in the world, it’s not too rare for them to have CoC.

He is surely a legendary folk for the Fishmen population but since I'm skeptical about Sanji to be invested with it I guess it makes sense so to be with the guy. 🤔

Yes but i am pretty sure Sanji will unlock it too not because of Jinbe, i merely think the majority of the strawhats if not all of them will have it, making Luffy the King of Kings.
Sanji is one of the strongest out there, he is making a name of himself, he is a leader, strong willed as a kid he straved 70 day and survived, for me there is no doubt that Sanji has the qulaties of being a conqueror,
