In OP Enel's one is shorter, same for Lucci
Even Sakazuki and Teach are considered as great villain yet they have no backstory for now

Those villains were good because everything about the arc other than them were also good. Meruem did have a backstory though along with DB villains.
Short backstories are fine it's the quality that matters.
Kaido easily has the worst backstory so far in One Piece. When you're making a backstory for someone who's supposed to be the BIGGEST villain in the show it better be good.
Akainu and Blackbeard's backstories will be revealed they've actually had moments that make them enjoyable and display their personality.
Kaido's personality is all over the place and he's been a stale brute so far
