They are great villain because they fulfilled their roles
Meruem got a great development but no backstory. He was born during the arc
Kaido fulfilled his Younko role really well
Younko are powerhouse which rules over the sea, they are pirates
They fears nothing
On top of that he had great relation with King, BM and Yamato and great knowledge about several subjects (DF, Haki). His character revolved around strenght, everything he did too

i don't call them great but they're good they had good arks portrait as an evil enemy and were actual threat not like kaido just a strong **** that said some cool shit that go no were

Bm one is incomplete need a rocks era flash back it wasn't bad so far and could become a great relation if oda actually don't skip it or rush it
if it was a normal ark with no saving country bullshit he would be a great antagonist but for an ark like wano he is a mid villain for me not even in top 10

although he still has potential for becoming a good character in future but i don't trust oda any more
oda rushed wano a lot because he wasted so much time on useless thing he rushed more important thing we probably will get them in break weeks sbs vivre card or a novel
