When one says "pre timeskip level", it is generally understood/assumed to be in comparison to pre timeskip SHs and characters around that level.

If I recall correctly, Enel also needed the Ark Maxim to boost his capabilities to do that level of destruction.

It's all pre TS feats though. But yeah i was talking about YC tier guys, idk what Steven meant exactly.
